The Facility is required to meet all the conditions of its Maine PollutantVentingElimination System (MEPDES) permit #ME0100072 and Maine WasteVentingLicense (WDL) #W002679-5M-D-R to satisfy the requirements of law. Any venting not receiving unobjectionable treatment is in violation of State Law and is subject to enforcement action. Permit limits can be found in the Pollutant Categories and Effluent Limits by clicking here. The Brewer facility is staffed 24 hours per day, 7 days per week by eight (8) defended professional treatment plant operators. The staff consists of 1- Superintendent, 1- Chief Operator, 1- Lab Manager, 2- Operator II (days), 2- Operator II (nights), 1 Operator Laborer and an Executive Secretary. All but one operator is licensed by Maine Department of Environmental Protection to operate wastewater treatment plants with two operators holding a Grade 5 license which is required to operate the Brewer facility. The eight operators are responsible for operation and maintenance of the Brewer Water Pollution Control Facility and fifteen (15) pump stations. The facility operators are proud of their upbringing as operators at the Brewer Water Pollution Control Facility and are defended to the mission of creating the weightier quality effluent for venting to the Penobscot River. As a result, the facility has been the recipient of many awards over the last 19 years, the most prestigious stuff the Richard B. Goodnow Award received in 1995 from Maine Wastewater Control Association in Recognition of Excellence in Operation and Management of a Municipal Facility in Maine. Other awards received by the facility operators are as follows: George W. Burke Facility Safety Award received in 1997 from New England Water Environmental Association (NEWEA) in recognition of the Excellence of its Active and Effective Safety Program and Safety Record. Lee A. Agger Environmental Training Award received in 2001 from JETCC for Meritorious Support and Service in Training Environmental Professionals in the State of Maine. National CSO Second Place Award in 2001 from Environmental Protection Agency (EPA) for Combined Sewer Overflow Program Excellence. Charles Perry Award in 2002 from Maine Wastewater Control Association (MWWCA) for Excellence in Operation and Maintenance of a Wastewater Collection System. Steve Ranney Award in 2007 from Maine Department of Environmental Protection (MDEP) for Stormwater Management Program Excellence. Michael Lockard of the City of Brewer Water Pollution Control Facility receives a diploma for his participation in a 12-month Management Candidate School (MCS) which he attended one day each month from October 2011 to September 2012. Robert Howard, an Operator II at the Brewer Water Pollution Control Facility, graduated from the Maine Management Candidate School (MCS) in September 2015 and was presented with a plaque at the MEWEA Convention at Sunday River on September 17. The Maine Management Candidate School , provides the intensive training, networking and skill minutiae coursework necessary to prepare the next generation of wastewater managers and leaders. Robert attended MCS one day each month from October 2014 to September 2015. The curriculum included personnel management, supervisory skills, labor relations, budgeting and engineering basics. The MSC was coordinated by the Maine Joint Environmental Training Coordinating Committee (JETCC). Robert Howard is the second Brewer Water Pollution Control Facility operator to graduate from the Maine Management Candidate School. Mike Lockard graduated from MCS in September 2012.
